Job Title: Rural Health Hub Manager (RN Lead)
Organization: Give Basic Needs – Northern Health Shield (NHS)
Location: Gushegu Municipal District, Northern Region, Ghana
Reporting to: Give Basic Needs Practitioner-in-Charge
Job Purpose
To serve as the primary clinical provider and administrative lead of a rural Health Hub. The RN Lead provides high-quality, independent primary care, manages maternal-child health services, and coordinates community health interventions. This role requires a high degree of clinical autonomy, utilizing digital health systems to close the "last mile" healthcare gap in underserved communities.
Clinical Scope & Integrity
- Primary Case Management: Independently diagnose and treat uncomplicated Malaria, Acute Respiratory Infections (ARI), and Diarrheal diseases in accordance with the GHS Standard Treatment Guidelines (STG).
- Scope Integrity: Strictly follow the GHS Standard Treatment Guidelines. No unauthorized procedures are to be performed. Specifically, the "No-Go List" (including abortions, major surgeries, and blood transfusions) must be strictly observed.
- Non-Cold Chain Vaccination: Coordinate and execute immunization campaigns for heat-stable vaccines (e.g., Hep B, Tetanus) using Controlled Temperature Chain (CTC) protocols and Vaccine Vial Monitor (VVM) oversight.
- Task Shifting & Minor Procedures: Perform life-saving pre-referral interventions and minor surgical procedures, including simple suturing and incision and drainage (I&D) of abscesses.
- Emergency Triage: Identify clinical "Red Flags" and manage timely referrals to Gushegu Municipal Hospital for cases requiring higher-level care.
Operational & Supply Chain Management
- Exclusive Sourcing: All medications, RDTs, and consumables must be sourced exclusively from the Give Basic Needs central store. The selling or administration of external or unapproved drugs is a strictly prohibited breach of contract.
- Digital Documentation: Record 100% of patient encounters, vitals, and diagnostic results in the ERPNext (Smiley) system in real-time via Starlink connectivity.
- Inventory Control: Oversee the procurement and dispensing of medications; conduct weekly digital audits to ensure zero stock-outs of essential medicines.
- Facility Oversight: Ensure the hub meets HeFRA standards for sanitation, safety, and medical waste segregation (Yellow/Brown/Black bins).
- Team Management & Payroll: Recruit and supervise additional Nurse Assistants (Clinical or Preventive) as needed to support hub growth. The RN Lead is solely responsible for the recruitment, onboarding, and monthly remuneration (pay) of all auxiliary staff they choose to hire.
Public Health & Compliance
- Data Reporting: Provide all required health data and clinical statistics to the District Health Directorate and other regulatory bodies as requested.
- Disease Surveillance: Act as a sentinel reporting site for the District Health Directorate, notifying authorities of any potential outbreaks within 24 hours.
- Professional Standing: Maintain an active Professional Identification Number (PIN) and valid license from the Nursing and Midwifery Council (N&MC) of Ghana.
Required Qualifications
- Education: Diploma or BSc in Registered General Nursing (RGN).
- Licensure: Current, valid license from the N&MC of Ghana.
- National Service: Evidence of completed National Service Scheme (NSS) duties.
- Language Skills: Proficiency in English and Dagbani (highly preferred for communication with local Gushegu communities).
- Technical Skills: Proficiency in using digital tablets or laptops for clinical and inventory data entry.
Key Performance Indicators (KPIs)
- Clinical Accuracy: 100% adherence to GHS Standard Treatment Guidelines and the "No-Go List."
- Supply Integrity: 100% of medications sourced via the Give Basic Needs central store.
- Data Integrity: All patient and inventory data accurately captured in ERPNext without backlogs.
- Staff Management: Effective oversight and timely payment of auxiliary hub staff.
